When upgrading Moodle only the new version's source code files should be present. Moodle will check for some of the old version's files before proceeding. The upgrade cannot start with these old files present.
Some installers (Softaculous) remove only the files Moodle checks for but leaves behind all other old files. This may prevent your Moodle site functioning correctly. Follow the upgrade steps to resolve this.
This checker looks for the files that Moodle checks for, then checks for some other files from the previous version. If all rows in the first list (Stale
files) are 404 but one or more rows in the second list (Other old files) are 200 then files from the previous Moodle version are still present.
